KALIMAT also have compiled leading experts in the field of Interconnect to build and maintain a competitive fully integrated network with the existing mobile and PSTN networks and in return KALIMAT gets 72% of the project total revenue while the NCMC (National communication & Media commission) gets the rest of the revenues. KALIMAT does not view this project as a WLL service offering. It views this project as an Information gateway to the home. That means its solution is integrated with a deployment that spans multiple offering. One unit that sits in the dwelling will be able to provide multiple services in addition to the voice calls.

This is clear as during the few years there has been a transition from voice usage based systems to ones based purely on Data. It is our assertion that PBX and traditional voice as we know it will seize to exist within 10 years. Our approach to KALIMAT project was based on the foreseen growth of data networks and its adaptability to voice services. This proposal is a major input towards the decision making process in Iraq when considering the Wireless Data Networks. It considers several aspects and focuses on the different wireless technologies, present, future and how to progress within KALIMAT mandate. Our proposed CDMA network not only meets NCMC requirements, but also introduces the newest technology that will give us a competitive edge in Iraqs wireless market. We have divided Iraq area into three different Stages; these can be rolled out in different times. The initial Stage (Stage I) covers the majority of the populated area in Iraq. This area will provide us with the large subscribers. As in all networks, the major difficulty in making such data network operational is to invest in infrastructure. The current ratio of infrastructure to a subscriber is about US$195. With the proposed rate of US$10 dollars monthly for the basic service, our return of investment ratio is in 24 months. This is based on a WLL subscription only. If it is extended to include data services, we believe that a voice service offered with a flat rate will migrate most users from other GSM networks. The sensitivity analysis section displays such conclusion. In fact, the whole ROI figures are based on one basic service, without the introduction of any other service. In network build up, the bulk of the cost is taken for the infrastructure and its services, such as installation, support, and management software and backend systems. Once that is completed, the ROI factor improves drastically. In our calculations, it shows that the KALIMAT project in total can be made cash positive in two years. To even manage the first year loss, we have managed to negotiate a two-year payment plan with all vendors of choice.
